i <br />WEW <br />yof <br />MGHTON <br />the city that «Arks for you <br />AGENDA SECTION: Consent <br />REPORT DATE: July 7, 2015 <br />MEETING DATE: July 14, 2015 <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: Consider authorization for the replacement of self-contained <br />breathing apparatus (SCBA) which have reached the end of their service life. <br />DEPARTMENT HEAD'S APPROVAL: <br />CITY MANAGER APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: <br />Authorize the purchase of replacement of Public Safety Self Contained Breathing Apparatus <br />(SCBA's) and associated equipment via Emergency Response Solutions (ERS). <br />Legislative History: <br />United States Department of Transportation regulation 49CFR180 requires the hydrostatic testing <br />of pressurized carbon fiber wrapped cylinders prior to transportation and use along with <br />associated DOT documents and exemptions. The hydrostatic testing must be conducted every <br />five years and cannot be conducted more than three times for a total service life of 15 years. <br />Financial Impact: <br />As a result of sound financial planning by the City Council no debt is required for this purchase, <br />and total allocated funding for this purchase is $233,400. The total replacement cost is <br />anticipated to be $222,897.28. It is anticipated this purchase will be under budget by $10,502.72. <br />Explanation: <br />The current Draeger SCBA's City Staff utilizes were purchased in 2000 and at the conclusion of <br />2015 the carbon fiber wrapped cylinders may no longer be utilized pursuant to Federal <br />regulations. The SCBA's are utilized by City Staff to provide respiratory protection during the <br />course of response activities including fire suppression, confined space response, hazardous <br />materials response, unknown atmosphere response, and flammable atmosphere response. <br />The manufacturer for the current SCBA's no longer provides product support, replacement parts, <br />or repair services due to the end of service life. The Lake Johanna Fire Department recently <br />replaced their SCBA's and donated their useable parts to the NBDPS which has allowed us to <br />marginally maintain the operational capacity of the SCBA's. <br />
