i
yof
IN EWMGHTON
the city that «Arks for you
AGENDA SECTION: Consent
REPORT DATE: October 1, 2015
MEETING DATE: October 13, 2015
REQUEST FOR CITY COUNCIL CONSIDERATION
ITEM DESCRIPTION: Consideration to Increase Membership Fees at the New Brighton
Community Center
DEPARTMENT HEAD'S APPROVAL: Sandy Breuer, Director of Parks and Recreation
CITY MANAGER APPROVAL:
No comments to supplement this report Comments attached
Explanation:
The New Brighton Community Center (NBCC) opened in 1994 and includes a fitness center for
individuals to strive to live a healthy lifestyle. There are approximately 1,200 members that pay
monthly or annual dues to utilize the fitness center. Members of the NBCC use strength training
equipment, cardio equipment and have the option to join group exercise classes or utilize personal
training services. There are a number of membership options, including Youth, Adult, Senior,
Family, Duel, Health Wave Single and Health Wave Family. Memberships can include access to
the fitness center, indoor running/walking track, select group fitness classes, open/lap swim at
Highview pool and the Eagles Nest Indoor Playground.
NBCC staff are proposing an increase to current membership rates. This recommendation is
based on research conducted of the nine comparable cities — Fridley, Richfield, Roseville,
Shoreview, New Hope, Crystal, Golden Valley, Maplewood, and White Bear Lake. Because only
two comparable cities have fitness facilities similar to the NBCC (Shoreview and Maplewood),
four additional cities were reviewed; Chaska, Inver Grove Heights, Eagan and Eden Prairie.
It is relatively difficult to compare facilities apples to apples. Where one fitness center
membership includes access to an aquatic park, others might not. One might have open skating at
the ice arena included in the membership, where others don't have an ice arena in the city.
Overall, it is clear the NBCC membership pricing is significantly lower than other municipal
facilities. For example, the average fee of for a resident monthly membership between the six
clubs, cost $39.66/month. The NBCC fee is currently $23.96/month. Taking the resident family
monthly membership, the six club average fee is $90/month. The NBCC fee is $36.42. The
attached spreadsheet will provide additional pricing information.
In looking at the six clubs and their rates throughout the past five years, five of the clubs have
raised their rates, and four of them have raised their rates twice.
