These grants have been termed SCORE grants as the money is allocated from <br />the State via the Select Committee on Recycling & the Environment (SCORE). Under the terms <br />of the application process, New Brighton must submit a resolution from its governing body <br />requesting SCORE funding allocation. SCORE grant money partially funds New Brighton's <br />curbside recycling program. The remaining recycling funds are raised through the City's <br />Recycling Service Charge, collected by Ramsey County through the property tax system. <br />Recycling expenses for 2016 are projected to be approximately $206,000. Staff anticipates that <br />the City will receive $53,632 in SCORE funds for 2016, down $3,640 from 2015. <br />In 2016, New Brighton will enter the third and final year of an extended contract with Republic <br />Services (formerly Allied Waste). Under the terms of the contract, rates are slated to increase <br />$0.08 per month per household, up $0.96 per year to $2.78 per month or $33.36 per year per <br />household. With SCORE funds somewhat subsidizing program expenses, the current annual <br />recycling charge is $32.00 per household per year. For 2016 staff recommends a yearly increase <br />of $1 to cover additional expenses. Thus, staff recommends the recycling service charge for 2016 <br />be increased to $33 per household. <br />
