11 <br /> KPI: Council‐staff communication <br />Effectiveness rating of 7 or greater on 1‐10 Communication index <br /> <br />RESULTS <br /> <br />The following are the preferred methods of updating and providing information to Council by the City Manager or City <br />Staff. <br /> Mayor Jacobsen – phone calls or emails Councilmember Bauman – phone calls or emails to city email Councilmember Burg – texts or phone calls Councilmember Jacobsen –phone calls Councilmember Strub – phone calls or emails to personal email <br /> <br />Other avenues of communication that keep elected officials and staff connected are as follows: <br /> Weekly memo Ilegislate/IPAD ‐ Council and Worksession Meeting Packets Teamtalk Staff memos Emails Phone Team Building Neighborhood Meetings Townhalls Website Monthly Financial Statements Quarterly Financial Statements Comprehensive Annual Financial Report (CAFR) Audit Reports Annual Budgets Utility Rate Analysis Quarterly Investment Reports Social Media sites i.e. Facebook for Public Safety and Parks and Recreation Constant Contact – Parks and Recreation Monthly reporting i.e. Public Safety monthly report NBE Exchange Update/Newsletter Council liaison reporting at Council meetings (attendance of meetings by Council/staff usually sends liaison <br />updates before regular meeting.) Fix311 <br /> <br />INTERPRETATION <br /> <br />In 2014. Council‐staff communication was discussed at two worksessions. This discussion focused on formal <br />communication such as the weekly memo and staff reports to Council as well as other kinds of formal communication. <br />Council at that time commented that the avenues for receiving information from staff were working and even <br />commented that recent changes to the weekly memo were noticed and appreciated. In 2014 Council indicated their <br />preferred method of receiving updates from the City Manager as noted above. Recently, the City Council directed staff to <br />have the weekly memo sent on Fridays and staff responded. Staff will continue to alter Communication with Council <br />members as needed. <br /> <br />RESPONSE <br /> <br />Historically there have been discussions on creating an index for this KPI. The current communication methods have <br />been reported as effective and satisfactory. If the City Council believes there needs to be a rating of this KPI then that <br />needs to be created by them at a future meeting. It is the professional opinion of the City Manager that Council should <br />review the methods of communication that exist from time to time and provide direction on their information needs.
