18 <br /> <br /> Blight reduction <br />15% reduction in the number of code enforcement cases by the end of 2016 <br /> <br />RESULTS <br /> <br /> <br />2015 numbers are based thru 10‐1‐2015 <br /> <br /> <br /> <br />INTERPRETATION <br /> <br />The City will measure progress on this initiative in terms of a reduction in the number of housing maintenance – type <br />code enforcement cases. The goal is to reduce this category of cases by 15% by the end of 2016. The chart above shows <br />the general categories or types of code enforcement cases for 2014 and 2015. Overall, these cases are trending down. <br /> <br />The City will also measure progress on this initiative in terms of market value trends, as depreciating market values could <br />eventually contribute to blight. The goal is to conduct a 10 year market value trend analysis this fall. The above map <br />illustrates the results of this effort on single family residential home values. This same analysis has been completed for <br />commercial/industrial property, duplexes, and multi‐family properties. More in‐depth analysis and discussion with <br />Council is needed on this goal and is scheduled for this fall and/or winter. <br /> <br /> <br /> <br />RESPONSE <br /> <br />To aid in blight reduction and encourage private neighborhood investment, the City will consider the adoption of a <br />housing rehabilitation program. The timing and details of this effort will be based on results and discussion with Council <br />regarding the 10 year market value trend analysis. Council should also revisit this measurement “15% reduction in the <br />number of code enforcement cases by the end of 2016” which is a lofty goal given that there aren’t any housing policies <br />in place at this time. The Council’s intent on this KPI could be revisited.
