Director of Community Assets & <br />Development/Planning Director <br /> <br />SUBJECT: Economic Development Strategic Priority <br /> <br />Beginning in 2013, the City Council began a teambuilding process that eventually <br />evolved into creation of a Strategic Performance Report (most recent copy attached). <br />This document acts as a work plan, guiding Council and staff in the following six areas: <br /> Financial Sustainability <br /> Effective Governance <br /> Community Engagement <br /> Economic Development <br /> Operational Excellence <br /> Workforce Engagement & Development <br /> <br />Since 2013, the report has been refined and certain tasks have been undertaken to meet <br />goals identified within the report. <br /> <br />More recently, on January 9th the City Council reviewed this report at their annual <br />teambuilding retreat. The Council struggled with the “Key Performance Indicators” of <br />Tax Base Growth and Blight Reduction under the Economic Development priority, <br />questioning whether these were good indicators of the economic wellbeing of the City. <br />Since the Council was aware of the work the EDC underwent in 2015, they asked staff <br />for a quick summary of what the EDC has been working on. Staff explained the <br />Commission identified the following four general categories of economic development: <br /> Physical Redevelopment <br /> Business Retention & Expansion <br /> Housing Programs <br /> Sense of Place <br /> <br />The Council was impressed with the depth of thought in these four categories, and <br />recommended the Commission examine the Economic Development strategic priority
