Staff provided a detailed analysis of the Zoning Code Amendment and Special Use Permit within <br />the attached Planning Report dated June 12, 2015. Staff finds that with adoption of the criteria in <br />proposed Ordinance 835, coupled with the additional conditions outlined within the Special Use <br />Permit, the negative impacts can be appropriately mitigated. Most notable, is the limitation of no <br />more than 20 landings/take-offs per calendar year (resulting in no impacts 345 days of the year). <br />Those approval findings are outlined in paragraph 11 of the attached Resolution. <br />Lastly, in an effort to respond to concerns voiced by Commissioners at the Planning Commission <br />meeting, the applicant submitted additional written material addressing various issues (attached). <br />Staff also revised the conditions of approval to include additional conditions that aim to address <br />negative impacts related to noise, wind, and dust during landings and take -offs, including a time <br />limitation (10 minutes) and steep ascents and descents. While these conditions may be <br />somewhat difficult to enforce, they do establish for the record (putting future owners on notice) <br />certain practices for take -offs and landings.
