<br />~ :.[ <br /> <br />~ <br /> <br />Page 2 - Resolution No. 97-03AA <br /> <br />the goals and objectives of the Development Program. <br /> <br />2.03 The Council hereby finds that the Parcels are occupied by numerous structures that are <br />structurally substandard as defined in the Tax Increment Act and that the structures must be <br />demolished and removed from the Parcels. <br /> <br />2.04 The Council hereby finds that it intends to demolish or cause to be demolished the <br />substandard buildings and to prepare the Parcels for redevelopment. <br /> <br />Section 3. Declaration of Intent. <br /> <br />3.01 The Council hereby declares its intent to include the Parcels within a type of a tax <br />increment financing district known as a redevelopment district within 3 years of the filing of <br />the request for certification of the Parcels as part of a district with the Ramsey County <br />Auditor. <br /> <br />Section 4.
