8 <br /> <br />CITY COUNCIL STRUCTURE AND ROLE <br />For more information, please see the League of Minnesota Cities Handbook <br />Chapter 6: Elected Officials and Council Structures and Role <br /> <br />MAYOR <br /> <br />In addition to being a full member of the City Council with all of the duties and responsibilities that come with <br />that office, the mayor is also the official head of the City. As the official head of the City, the Mayor has three <br />main responsibilities: <br /> <br />To serve as the City’s representative before the Minnesota Legislature, federal agencies, and other <br />local governments. <br />To perform ceremonial duties on behalf of the community and to be prepared to explain and defend <br />City problems and programs. <br />To exert leadership in City affairs. <br /> <br />The Mayor is also responsible to: <br /> <br />Execute official documents by signing ordinances, claims for payments and contracts authorized by <br />the City Council. <br />Make appointments to fill vacancies in elective officers if the Council vote to fill the vacancy is <br />tied. <br />Serve as the presiding officer at Council meetings. <br />Perform election duties as required by State Statute. <br />Perform or delegate the duties of the Official Weed Inspector. <br /> <br />CITY COUNCIL <br /> <br />The New Brighton City Council is composed of one Mayor and four City Council members. The Mayor is <br />elected to a two year term. City Council members are elected at large to four year terms. Municipal elections <br />are non-partisan and names are placed on the ballot without party designation. The placement of candidate <br />names on the ballot will be determined by lot through the Ramsey County Elections Department. <br /> <br />City Council Meetings <br /> <br />The Council meets on the second and fourth Tuesday of each month at 6:30 p.m. City Council work sessions <br />are held prior to a regular City Council meeting. The Council has scheduled worksessions on the first Tuesday <br />of each month as well. The times for work session meetings will vary. Special meetings of the City Council <br />may also be called as necessary by the Mayor to conduct City business with a minimum of three day notice. <br />When elected, it is extremely important to attend as many meetings as possible as a quorum of at least three <br />Council members is needed to conduct City business. <br /> <br />Duties and Responsibilities <br /> <br />As individuals, Council members have no administrative authority. The Council as a whole, however, has com- <br />plete authority over all administrative affairs in the City of New Brighton. In other words, the Council, not in- <br />dividual members, must supervise administrative officers, formulate policies, and exercise city powers.
