March 22, 2016 Page 8 of I 1 <br />the right thing to do for the environment. <br />Councilmember Burg appreciated the information provided by staff regarding the solar panels and solar <br />tubes. She supported the Council pursuing LED lighting at the Community Center. <br />Councilmember Jacobsen requested further information on the energy savings the City would see through the <br />proposed improvements. Mr. Holt explained that through the energy evaluation of the Community Center <br />building, he was seeing issues with dampers and extra running times on the HVAC units. He anticipated the <br />City would be saving $8,000 to $10,000 per year in energy costs after the new units and LED lighting was in <br />place. <br />Couneilmember Burg was pleased that the City had set aside funding in the fleet/non-fleet budget to cover the <br />expense of the HVAC units. This allowed the City to purchase the units without having to borrow and pay <br />interest. She was proud of the fact the City was in good financial standing. <br />Councilmember Bauman reviewed the cost benefit analysis for the lighting. <br />City Attorney Gilebrest requested the maker of the motion clarify the options to be included in the Trane <br />turkey proposal. He stated if the motion was to move forward that it be amended to authorize the Mayor and <br />the City Manager to sign the agreernemit once it was in a form that was acceptable to the City Attorney. <br />AMENDMENT: Motion by Councilmember Burg, seconded by Councilmember Jacobsen <br />authorizing the Mayor and City Manager to sign the agreement once it was in a form that was <br />acceptable to the City Attorney and noting the contract includes the following Options: <br />Option #1 <br />Replace RTU's and install DDC <br />Option #1A <br />Install Genesis Air Cleaners <br />Option #2 <br />LED lighting Retrofit <br />Option #3 <br />Building Envelope Repairs <br />Councilmember Bauman requested clarification on the anticipated discounts from Trane. Mr. Holt reported <br />upon approval, Trane would come back to the City and recalculate the discount based on the timeline of the <br />project He stated $15,000 or more would be given in discounts. <br />Councilmember Bauman asked who would be pursuing the energy rebates. Mr. Holt stated he would filling <br />out all of the rebate forms on behalf of the City. <br />City Attorney Gilchrest <br />AMENDMENT VOTE: 3 Ayes,1 Nay (Bauman opposed) -Motion Carried <br />AMENDED MOTION VOTE: 3 Ayes,1 Nay (Bauman opposed) -Motion Carried <br />2. Consideration of a Resolution approving a Site Plan and Special Use Pen -nit to construct <br />improvements at Water Treatment Mint #1, including a new Distribution Control Station <br />(DCS) and an addition to the principal building, at 30015' Street NW. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to Adopt a Resolution <br />approving the Site Plan and Special Use Permit as requested and subject to two <br />conditions; to approve the plans and specifications for Public Improvement Project 16-4, <br />Distribution Control Station and Minneapolis Interconnection Pipeline (known as <br />Contract Package 1); and to authorize staff to advertise for bids. <br />City Manager Lotter indicated Assistant Director of Community Assets and Development/Planmung Director <br />Gundlach would be presenting this item to the Council. <br />Assistant Director of Community Assets and Development/Plamiing Director Gundlach explained City <br />staff is initiating Site Plan and Special Use Permit applications facilitating various interim and <br />long-term solutions for 1,4 -dioxane treatment of New Brighton's drinking water. Specifically, <br />the Site Plan and Special Use Permit are necessary to construct a new building and an <br />2. Consideration ofa <br />Resolution approving a Site <br />Plan and Special Use <br />Permit to conshuct <br />improvements at Water <br />TreahnentPlant #1, <br />including anew <br />Distnbution Control Station <br />(DCS) and an addition to <br />the principal building at <br />30015' StreetNW. <br />
