Planning Director Gundlach explained the easement was strictly for the overhead power lines. <br />Commissioner Danger asked if the garage will be placed on a floating slab. Evan Kearney, 3001 County Road <br />H, reported the garage would be placed on a slab with small footings. <br />Motion by Commissioner McPherson, seconded by Commissioner Deick to close the Public Hearing. <br />Approved 4-0. <br />Motion by Commissioner McPherson, seconded by Commissioner Danger, to approve staff <br />recommendation. <br />Approved 4-0. <br />(B) The City of New Brighton requests a Site Plan and Special Use Permit to construct <br />improvements at Water Treatment Plant #1, including a new Distribution Control Station (DCS) <br />and an addition to the principal building, at 3001 5'h Street NW. <br />Planning Director Janice Gundlach reported City staff is initiating Site Plan and Special Use Permit applications <br />facilitating various interim and long term solutions for 1,4 -dioxane treatment of New Brighton's drinking water. <br />Specifically, the Site Plan and Special Use Permit are necessary to construct a new building and an expansion to <br />the existing plant, known at Water Treatment Plant #1 (WTP1) at 3001 5th Street NW. Zoning Code Section 4- <br />030(2) states that service structures, public or private, including deep wells, elevated tanks, and similar <br />structures and uses are specially permitted uses within the R — 1, Single Family Residential zoning district. <br />Lastly, a Site Plan approval is necessary in order to secure building permits for these improvements. The <br />request entails the following: <br />Construction of a new 38' x 60' freestanding building to be known as the Distribution Control Station <br />(DCS). This building will be located at the south end of the existing driveway into the site. <br />Construction of an expansion to WTP1, measuring no larger than 65' x 95'. This expansion will house <br />the new technology for the treatment of 1, 4 -dioxane, which will be used in conjunction with the <br />existing treatment systems within the plant. <br />Various supporting utility and landscaping improvements. <br />The level of plan detail provided with this request is not as refined as would typically be necessary for the land <br />use approval process. However, this project is very time sensitive and in order to meet scheduling needs it is <br />important to secure land use approval at this time. Because this is a City project, staff will be working with our <br />consultants to ensure all final plans meet minimum ordinance requirements. The attachment plans are <br />conceptual in nature but do depict the best available information to date and are sufficient to ensure the <br />minimum Site Plan and Special Use Permit requirements will be met. All final plans will be submitted to the <br />City Council for approval. <br />0) <br />
