The minimum quarterly system fee shall be $3.06 for water and $2.88 for sewer. <br /> <br />3. Winter quarter water usage shall detennine the consumption fees for sewer and the capital system fees for <br />both water and sewer. <br /> <br />4. The winter quarter shall be defined as the water used during: <br /> <br />District #1 - November, 1996 through January, 1997 <br />District #2 - December, 1996 through February, 1997 <br />District #3 - January, 1997 through March, 1997 <br /> <br />5. T f a residential customer's water service is not metered by the City then the winter quarter fees shall be based <br />on consumption of 20,000 gallons per quarter. For all other accounts, their fees shall be set at the average for <br />similar occupancy. <br />
