motion to censure Councilmember Bauman for her actions related to the City Attorney. This motion would
include removing Councilmember Bauman from acting as a Council Liaison. She explained the City now had
a new City Attorney because of Councilmember Bauman's actions.
Councilmember Bauman did not understand why the Mayor was taking this action.
Mayor Johnson discussed the advice Councilmember Bauman sought from the Cable Commission members.
She reported Councilmember Bauman did not bring the rest of the Council up to speed regarding the advice or
counsel she received. She indicated Councilmember Bauman was acting only for her benefit and not for the
benefit of the City.
Councilmember Bauman commented the Council acted to negate an election. She stated the people spoke at
the election and a week later, the Council went against the results. She believed the actions of the Council
were wrong. She indicated she was working to protect the votes of the people.
Mayor Johnson stated she would not allow a Councilmember to speak to the City Attorney for her own benefit.
Councilmember Bauman advised the petition she was forming was for the benefit of the people and not for
personal gain. She stated this action has been done in the past. She believed Mayor Johnson was acting like a
dictator.
Mayor Johnson stated this would not be done on her watch. She indicated Councilmember Bauman was out of
order. She explained she would not allow Councilmembers to take action for their own benefit.
Councilmember Bauman believed the Commissioner Bob Benke should be removed and Chair Mary Konish-
Podein should be removed. She expressed concern with the comments being made on Neighborly New
Brighton. She discussed how the Council approved a budget without meals and noted meals were now being
provided to the Council. Lotter discussed how staff had funded this cut through a revenue source that was
restored to the City. He explained staff could stop providing meals if this was the direction of the Council.
Mayor Johnson reported City Manager Lotter has the authority to spend up to $20,000 without needing
Council approval; therefore, this was a non -issue.
Councilmember Strub was uncertain how he felt about removing Councilmember Bauman from her liaison
positions. He did not understand how the City would be impacted by the petition that was being brought
forward by Councilmember Bauman.
Councilmember Bauman believed it was plain wrong that she was being removed from her commissions.
Mayor Johnson called for adjournment of the meeting.
Worksession adjourned at 6:19 pm
Respectfully submitted,
r~
Terri Haarstad
City Clerk
