Commissioner Training <br />Gundlach explained City Clerk Terri Haarstad was in attendance to give a commissioner training <br />presentation. This presentation will discussion the following topics: <br />• City government basics <br />• New Brighton's vision, mission, and goals <br />• General commission information <br />• EDC -specific information <br />• Commissioner conduct <br />• Communication expectations <br />• Open meeting law <br />• MN Government Data Practices Act <br />Gundlach stated in addition to a brief overview of the above topics, the City Clerk will review the <br />transition from paper packets to electronic packets and distribute iPads to commission members. <br />Your attendance at this commissioner training is very important. Some commission members have <br />received City Attorney training on similar topics in the past, however many have not. Also, paper <br />packets will no longer be distributed and commission members will be expected to access their packet <br />materials via a City -issued Wad. Included in the commissioner training will be an overview of the <br />application used for electronic packets. Lastly, the City Attorney is in attendance to help address any <br />questions or concerns that may arise regarding these topics. <br />City Clerk Haarstad thanked the EDC members for all of their years of service and appreciated the new <br />appointees. She then provided the EDC with training on compliance with Minnesota laws and <br />expectations, Council goals, data privacy issues, along with open meeting and gift laws. She described <br />the structure of the City, and the purpose of its commissions. It was noted all Commission members <br />were to support the direction of the City Council, but were advised they could acknowledge their <br />opinion. <br />Mayor Johnson reiterated that the EDC members serve at the discretion of the Council. <br />City Clerk Haarstad provided further comment on the role of the EDC and defined how the City views <br />conflicts of interest. <br />Commissioner Murlowski questioned if he would had a conflict of interest when his company bid jobs <br />with the City of New Brighton. City Attorney Sonsalla responded as a member on an advisory <br />commission, Mr. Murlowski did not have a direct conflict of interest, given the fact all final decisions <br />remained with the City Council. However, if an issue were to come before the EDC regarding Mr. <br />Murlowski's business, he should recuse himself to avoid the perception of a conflict of interest. She <br />encouraged Mr. Murlowski to be transparent with the City and encouraged all EDC members to contact <br />the City whenever they had questions regarding this topic. <br />Gundlach reviewed the EDC's current goals and directives for 2016. <br />Further discussion ensued regarding the acceptance of meals at conferences or seminars. <br />City Clerk Haarstad provided clarification on the open meeting and data practices law. She encouraged <br />all Commissioners to route their emails and questions through City staff. <br />
