MINUTES <br />New Brighton Economic Development Commission <br />Regular Meeting — February 3, 2016 <br />7:30 a.m. <br />Members/Liaisons Present: Chair Paul Zisla, Commissioners, D.L. Beach, Al Potter, Bob Benke, <br />Kevin Peck, Mike Murlowski, Monica Garcia -Perez and Councilmember Gina Bauman <br />Members/Liaisons Absent: None <br />Staff Present: Craig Schlichting-Director of Community Assets & Development, Janice Gundlach- <br />Assistant Director of Community Assets & Development/Planning Director <br />Also Present: <br />Call to Order <br />Chairperson Zisla called the meeting to order at 7:30 a.m. <br />Approval of Agenda <br />Chair Zisla requested the EDC have a sense of place discussion after the Economic Development <br />Strategic Priority Discussion. <br />The agenda was approved as presented. <br />Approval of Minutes <br />Motion by Commissioner Murlowski, seconded by Commissioner Benke to approve the minutes from <br />the December 2, 2016 meeting. <br />Approved 7-0 <br />Report from Council Liaison <br />Councilmember Gina Bauman updated the commission on the water treatment system upgrades that <br />would be completed by the City and Barr Engineering. She reported the City would have an <br />interconnection to the City of Minneapolis as a backup water supply. Director of Community Assets & <br />Development Schlichting provided further information on the pilot water testing and the upcoming work <br />that would be completed by Barr Engineering. <br />Economic Development StrateEic Priority Discussion <br />Gundlach provided the EDC with a presentation regarding the City's economic development strategic <br />priorities. She reported that beginning in 2013, the City Council began a teambuilding process that <br />eventually evolved into creation of a Strategic Performance Report. This document acts as a work plan, <br />guiding Council and staff in the following six areas: <br />• Financial Sustainability <br />• Effective Governance <br />• Community Engagement <br />• Economic Development <br />• Operational Excellence <br />• Workforce Engagement & Development <br />Gundlach explained that since 2013, the report has been refined and certain tasks have been undertaken <br />to meet goals identified within the report. More recently, on January 9th the City Council reviewed this <br />report at their annual teambuilding retreat. The Council struggled with the "Key Performance <br />
