Block B <br />As reported in December, staff is recommending holding off on exploring the conceptual Response <br />Action Plan for advancement to the MPCA until the methane issues at monitoring well VM -5A are <br />further examined and mitigated. <br />CSI <br />Gundlach provided an update on the financial happenings with CSI. Further discussion ensued <br />regarding CSI and the loss of the DEED grant. It appears there was no way for the City to receive its <br />portion of the grant funding. However, staff would be contacting the State to have several more <br />questions answered. <br />Councilmember Bauman believed there was room to negotiate with CSI and she did not want to see the <br />City taken advantage of. <br />Chair Zisla appreciated the opportunity the EDC had to discuss this matter. He understood their stock <br />value was declining and thought maybe the City should have a conversation with CSI. <br />Gundlach explained she would be reporting back to the EDC on CSI when she learns more. <br />Pulte Homes <br />To date, Pulte Homes has secured 57 building permits. Additionally, a five unit townhome building <br />permit is currently in process, but not yet issued. Contractually, all 125 units must be complete by <br />September of 2019. <br />APi <br />APi has obtained a Temporary Certificate of Occupancy for their training center, meeting their <br />December 31, 2015 deadline for substantial completion. There is still some interior finishing under way, <br />but the building is considered substantially complete in that all the life safety improvements are <br />completed. APi is working to move their call center business into the building. <br />APi has submitted an amended Special Use Permit application, revising their site plan for the helipad <br />previously approved at the northeast corner of their existing headquarters site. After submitting their <br />plans to MnDOT, revisions to their original plan were necessary to meet MnDOT's standards. This <br />request will be considered before the Planning Commission and City Council towards the end of <br />February. <br />Chair Zisla reported Ramsey County was soliciting for a Master Developer for TCAAP as of February <br />1St. He noted this was 427 acres that would be developing in close proximity to New Brighton. He was <br />uncertain of how this development would impact New Brighton, but was excited to see how this <br />property enhanced the area. He provided a brief description of the roadway improvements that were <br />being planned to allow for proper access to and from the TCAAP site. <br />Sense of Place Discussion <br />Chair Zisla requested comment from the EDC on Sense of Place. He stated due to time constraints this <br />topic would have to be addressed in March. <br />Commissioner Murlowski discussed a new trail coming to the community east of the Mermaid and <br />noted it would wind around the creek and over the railroad tracks. He noted the trails from Long Lake <br />Park would now be connected to County Road H. He anticipated the trail would be completed sometime <br />this summer. <br />
