Attachment A <br />City of New Brighton, Minnesota <br />Utility Financial Assistance <br />Policy Adopted: December 13, 2016 <br />EFFECTIVE DATE: January 1, 2017 <br />Poliev Oboective <br />The Utility Financial Assistance Policy is designed to give limited financial relief to low- <br />income single-family homeowners' water and sewer bill. <br />Purpose <br />The purpose of the financial assistance is to encourage residents to retain home ownership and <br />avoid any delinquencies with their water and sewer bill during periods of diminished personal <br />income. <br />It is recognized that some homeowners could experience long-term reductions in their <br />personal income due to economic downturns, job loss, etc. As such, the Utility Financial <br />Assistance does not have a benefit expiration date as long as applicants continue to meet <br />eligibility requirements. <br />EligibiliA Requirements: <br />To be eligible for the Utility Financial Assistance, applicants must meet all of the following <br />criteria: <br />1) Owner and occupant of a single-family home <br />2) Currently enrolled in one or more of the following Ramsey County -administered <br />financial assistance programs: <br />a) SNAP (Supplemental Nutritional Assistance Program) <br />b) MFIP (Minnesota Family Investment Program) <br />c) General Assistance (GA) <br />3) At or below 165% of the federal poverty threshold guidelines <br />4) Provide annual written proof of participation in County -administered financial <br />assistance programs. <br />Amount of Financial Assistance <br />The financial assistance shall apply to the flat rate amounts of the water and sanitary sewer <br />charges. The assistance shall equal 50% of the flat rate amount for each service. <br />Funding <br />The financial assistance will be funded utilizing water and sanitary sewer funds. The city will <br />budget funds annually to be collected as part of the water and sanitary sewer utility rate. <br />
