ORDINANCE NO. 846 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />AN ORDINANCE AMENDING <br />CITY CODE CHAPTER 30 <br />REGARDING WATER <br />CROSS CONNECTIONS AND <br />BACKFLOW PREVENTION <br />THE CITY COUNCIL OF THE CITY OF NEW BRIGHTON ORDAINS as <br />follows: <br />Section One. New Brighton City Code, Chapter 30 is amended by adding <br />Section 30-27 as follows: <br />Section 30-27. Cross Connections and Backflow Prevention <br />(1) The PUITOSC of a cross connection control progyam is to protect the stealth of <br />water customers and the potable municipal water su ] . <br />(2) For the purposes of this Section "cross connection" shall consist of a connection <br />or arrangement physical or otherwise between a potable water supply system <br />and a pkinlbillg fixture or a tank receptor, equipment, or device through which <br />it mqy be possible for non -potable, used uncleanpolluted, and contaminated <br />water, or other substances to enter into a part of such potable water s stem under <br />any condition. <br />(3) Cross connection between the New Brighton municipal waters stem and other <br />systems or equil2ment are prohibited, except when and whereas approved ky the <br />City of New Brighton, suitable backflow revention devices are installed tested <br />and maintained to ensure propeM operation on a continuing basis. <br />(4) A backflow prevention device is to be owned tested and maintained in working <br />condition by the customer/owner of the premises bein_z served. <br />(5) Installation. maintenance and testing of backflow preventers shall be accordin <br />to the State of Minnesota Plumbing Code. <br />A. Testing must be performed by a state certified backflow tester. All <br />internal maintenance to the device must be performed by a state certified <br />backflow prevention rebuilder. Test results shall be furnished to the <br />City. The City's annual fee For administering a backflow preventer <br />testin prop -ram shall be as established by City Council resolution from <br />time to time. <br />B. A person who is recognized by the Minnesota Department of Labor and <br />Industas a backflow prevention tester or backflow prevention <br />rebuilder is considered qualified by the City of New Sri tton to test <br />backflow preventers and certify them to be functional. <br />(6) Failure to comply with the provisions of this section shall be cause to <br />discontinue water service in accordance with Section 30-64. <br />Section Two.
