May 24, 2016 Page 2 of 6 Special Order of Business 1. New Brighton Ambassadors – Portrait Presentation Mayor Johnson requested the New Brighton Ambassadors come forward. Introductions were made by the ambassadors and a portrait was presented to the City Council. A round of applause was offered by all in attendance. Mayor Johnson questioned how many events the New Brighton Ambassadors attended each summer. It was noted the ambassadors would be attending 60 events this summer. Mayor Johnson thanked the ambassadors for all they do on behalf of the City. Councilmember Jacobsen thanked the ambassadors for representing the City well in all the parades throughout the summer. Councilmember Burg thanked the ambassadors’ parents for getting them to all of their events throughout the summer months. 2. Oath of Office for Police Officer Thai Xiong City Clerk Haarstad administered the Oath of Office to Police Officer Thai Xiong. A round of applause was offered by all in attendance. Mayor Johnson welcomed Officer Xiong to the City of New Brighton and expressed her gratitude to the entire Police Department for keeping the City and its residents safe. Officer Xiong introduced his family members in attendance and thanked the City for their support. Councilmember Jacobsen thanked Officer Xiong for joining the New Brighton Police Department and wished him well. Public Safety Director Jacobson appreciated the kind words from the Council. He believed Officer Xiong would be a great addition to the community. He provided further comment on the training Officer Xiong would receive over the next four months. City Manager Lotter welcomed Officer Xiong to the City of New Brighton and requested he share his story with the Council. Officer Xiong explained he grew up on the east side of St. Paul and always wanted to be in Boy Scouts. He stated he became involved in the MIC Group, which was an anti-drug/anti-gang program created by the St. Paul Police. Police officers worked with the program and taught him a great deal about the importance of discipline, teamwork, honesty and integrity. He indicated he attended school at Century College and volunteered with Ed Spazynski. After volunteering his time in school, he went on to work for Allina Health. He applied for the reserve program after receiving encouragement from Ed. He thanked the Chief and Deputy Director for their inspiration and support. Consideration of a Resolution approving a Planned Residential Development Amendment for New Brighton Senior Assisted Living (Brightondale) at 2700 Rice Creek Road. 4. Consideration of a Resolution approving a Special Use Permit and Nonconforming Use Permit for ISD 621, allowing for installation of a new press box at Irondale, 2425 Long Lake Road.
