He requested further information on the City’s ability to self-fund projects. <br />Finance Director Davitt described the Community Reinvestment Fund to the Council and indicated these <br />funds could be used to cover the expense of future capital outlay projects. <br />Mayor Johnson thanked Mr. Wischmann and Finance Director Davitt for their thorough presentation and <br />commended City staff on their efforts. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />2. Consideration of a Resolution approving a Site Plan and Special Use Permit to allow <br />construction of a 45,500 SF interior climate controlled self-storage facility at 251 5th Street <br />NW. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Strub to adopt a Resolution <br />approving the Site Plan and Special Use Permit to allow construction of a 45,500 SF <br />interior climate controlled self-storage facility at 251 5th Street NW, subject to eight <br />conditions. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development/Planning Director <br />Gundlach would be presenting this item to the Council. <br />Assistant Director of Community Assets and Development/Planning Director Gundlach explained the <br />applicant is requesting a Site Plan and Special Use Permit to facilitate construction of a 45,500 <br />SF interior, climate controlled self-storage facility at the existing Simply Self Storage site at <br />251 5th Street NW. The site currently contains six buildings of self-storage garage structures. In <br />order to make room for the new structure, the existing northeasterly structure, measuring 351’ <br />x 31’ or 10,951 SF, will be removed. This structure was chosen for removal as it has <br />experienced structural failure and is in need of replacement. A Site Plan is required in order to <br />obtain a building permit for construction of new buildings within commercial and industrial- <br />zoned property. A Special Use Permit will ensure the existing outdoor storage complies with <br />current Zoning Code standards. She stated based on the written analysis, all Site Plan and <br />Special Use Permit criteria have been met subject to the eight conditions recommended by staff <br />and amended by the Planning Commission. It is staff’s understanding that some of the existing <br />outdoor storage may need to be removed from the property, or moved to the approved <br />designated areas. Prior to finalization of any building permits on the new structure or <br />occupancy allowances, staff will review the existing outdoor storage and, if necessary, <br />communicate any noncompliance issues with the newly imposed conditions. The applicant has <br />been advised of the conditions related to outdoor storage and has signaled agreement with <br />these conditions. Staff reported the Planning Commission considered this request at their May <br />17th meeting and recommended approval of the request with conditions. <br />Mayor Johnson disclosed she was a client of Simply Self Storage, noting she had equipment in <br />the unit that was proposed for removal. <br />Councilmember Strub asked how staff would have access to the property in order to monitor <br />the SUP given the fact the site was gated and locked. Assistant Director of Community Assets and <br />Development/Planning Director Gundlach stated staff would visit the site to determine compliance with all <br />conditions of the SUP. She anticipated staff would have to contact the applicant in order to gain access to the <br />property. Joe Worley, Simply Self Storage employee, reviewed the hours of operation for Simply Self <br />Storage. <br />Councilmember Strub requested further information on the self-storage property. Mr. Worley described <br />history and use of the self-storage units.
