Under the seven year extension, rates <br />would not rise in 2017. <br /> <br />Knowing where New Brighton’s rates compare amongst all of Ramsey County, and what <br />the market is demanding under new RFP’s, staff is recommending a contract extension <br />with Republic Services based on the extension rates they’ve offered. Specifically, staff <br />would recommend the seven year deal as it allows for the best price for our residents. <br />With this recommendation, it’s important to note that New Brighton residents seem <br />satisfied with their current recycling services based upon the 2015 Resident Survey. <br /> <br />Recycling services are partially covered by SCORE grant funding from the County. <br />Ramsey County is constantly seeking more opportunities to increase recycling poundage <br />and to do that they’ve required cities to make various adjustments to their programs over <br />the years. These program adjustments are necessary should we wish to continue to <br />receive SCORE funding. An example of a program adjustment in the future is offering <br />organics collection, which is an area that is developing quickly in the market (Ramsey <br />County currently offers free drop sites). Knowing this, a contract extension with <br />Republic Services would have to include additional contract language that allows the <br />contract to be reopened to address SCORE funding considerations. Republic Services <br />understands this concern and has generally been agreeable to add language to mitigate <br />city concerns that affect SCORE funding. <br /> <br />Based on this information, staff would request the Council to consider a contract <br />extension (either a 5 or 7 year deal) with our current hauler, Republic Services. If the <br />Council is agreeable, staff would work with Republic Services and the City Attorney on a <br />contract extension for Council consideration and adoption in the next couple of months. <br />Should the Council wish to go out for RFP, that process would need to start immediately <br />to ensure enough time is provided to ensure recycling services are not interrupted. <br /> <br />For information purposes, the City Attorney has advised staff the Council has full <br />discretion on this contract and it is not subject to the public bidding statute. <br /> <br />Staff will be available to address any concerns the Council may have.
