<br /> <br /> <br /> <br />Council Worksession <br />July 26, 2016 <br />5:30 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Gina Bauman <br />Councilmember Brian Strub <br /> Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br /> <br />Staff in Attendance: Dean Lotter, Janice Gundlach, Sarah Sonsalla <br /> <br />Guests in Attendance: <br /> <br />Ribbon Cutting Ceremony for Lower Level of City Hall/MN Chiefs of Police Association and the Upper <br />Midwest Policing Institute <br />The Council held a ribbon cutting ceremony for the lower level of City Hall and recognized the Minnesota <br />Chiefs of Police Association and the Upper Midwest Policing Institute. <br /> <br /> <br />Temporary Housing Legislation Discussion <br />Lotter explained the State approved legislation regarding temporary housing which now required Council <br />consideration prior to September 1st. He requested Gundlach provide the Council with a presentation on this <br />item. <br /> <br />Gundlach reviewed a memorandum with the Council and noted the options available to the City regarding <br />temporary health care dwellings. <br /> <br />Mayor Johnson discussed her relationship with this company noting she owned a consulting business. She <br />reported she was a friend of Jesse Lambe’s and has been a mentor to him. She noted she had no financial ties <br />to Mr. Lambe. She indicated she got involved in this project because it had a lot of merit and met a need for <br />seniors. <br /> <br />Councilmember Jacobsen stated he was leaning towards Option #3. He asked if the City of New Brighton <br />could draft their own legislation regarding this topic. Gundlach stated this was an option that a lot of <br />communities were choosing. <br /> <br />Lotter commented that originally the legislation was based on another State. He appreciated the efforts of the <br />League of Minnesota Cities on this topic in order to draft a piece of legislation that was workable and provided <br />options. He understood the State was seeking options to provide affordable housing options for the aging <br />population. He then discussed the impact this legislation would have on local governments. <br /> <br />Councilmember Strub discussed the recent article in the Star & Tribune. He stated he toured a health care <br />dwelling unit and was very impressed. He noted one of the founders was an Irondale grad and the other was <br />from Totino Grace. He supported their unique business model but also wanted to see the City plan well for its
