Median-valued homeowners would pay $766 for the year as a <br />result of this budget and tax levy, which is $2 less than the levy in 2007. <br />The budget, as presented, addresses each of the Council’s strategic priorities as follows: <br />•Overall spending is based on long-term financial plans developed by staff and approved by Council – <br />Financial Sustainability <br />•Spending on personnel as a percentage of the overall budget is among the lowest of comparable cities – <br />Operational Excellence <br />•The 2016 Budget doesn’t rely on any reserve funds – Effective Governance <br />•Service level employee staffing is addressed in this budget, as was in the 2016 Budget, with incremental <br />adjustments – Workforce Engagement and Operational Excellence <br />•Median household city taxes will be $2 lower than taxes paid by the same homeowner in 2007. – <br />Operational Excellence <br />It is the City Manager’s recommendation Council adopt the preliminary budget as proposed for 2017, and adopt <br />the proposed 2017 tax levy of $7,900,100. Staff seeks Council’s direction on the budget and tax levy. Other <br />budget meetings can be scheduled for August 23, 2016, September 6 and 13,2016 in the event they are needed. <br />This year’s Truth and Taxation Hearing will be held on December 6, 2016 with final budget adoption scheduled <br />for December 13, 2016. <br />9
