CITY OF NEW BRIGHTON <br />STRATEGIC PLAN 2017 <br />Service Description <br />The City Manager's Office is responsible for overseeing <br />service delivery and operations for all municipal <br />departments. It supports the Mayor and City Council's <br />policy-making responsibilities and supports the Council <br />decision making process through the preparation of <br />Council agendas and supporting materials. The City <br />Manager is responsible for ensuring that Council policy <br />directions are implemented in a timely and professional <br />manner. This department handles all human resources and <br />labor relation activities, including personnel hiring and <br />firing, staff evaluations, contract negotiations, benefits <br />review and administration, and staff training. Ultimately, <br />accountable to the City Council, the City Manager is <br />responsible for the financial state of the City execution of any and all long-term plans. <br />Administration staff manages marketing and communication efforts with the public. Staff <br />produces newsletters, news releases, flyers, and other communication efforts, including the City <br />webpage, Facebook and cable TV programming. Municipal events are coordinated through this <br />office, with staff interacting with various community groups. <br />The City Manager’s Office, in conjunction with the City Council, is active in monitoring and <br />participating in legislative activities, and professional liaison work. City Advisory Commission <br />members and other municipal volunteers are recruited and processed through Administration. <br />The City’s technology efforts are the responsibility of the City Manager’s Office. This includes <br />the maintenance and development of the City’s network computer system, telephone systems, <br />and other technology-related services and equipment that are maintained by the IT Department. <br />The City belongs to many local, regional, state, and national organizations and associations that <br />focus on the needs of municipalities. The City Manager’s office manages these memberships. <br />The Mayor, City Council, and City Manager are all actively involved in these types of activities <br />and the leadership of these associations throughout the year. <br />The City Manager’s staff functions as the City Hall receptionist to the public on the phone and in <br />person. The Office Assistant provides staffing for Administration being one of the first points of <br />contact with customers at City Hall. Administration staff supports and is a back-up for building <br />permits and inspection services as well. <br />Ensures that the Strategic Plan is <br />implemented successfully by the <br />City. <br />Provide leadership & support to <br />Council <br />Manage human resource related <br />functions and organizational <br />trainings <br />Ensure effective communication <br />with the public and staff <br />Collaborate and liaison with <br />organizations, community <br />groups, and neighboring cities <br />Promote & enhance efficiencies <br />and responsiveness in the City <br />Encourage citizen engagement <br />ADMINISTRATION <br />19
