The purpose of the plan is to provide leadership and guidance on regional housing needs and <br />challenges and to support Thrive MSP 2040. The Housing Policy Plan provides an integrated policy <br />framework to address housing challenges greater than any one city or county can tackle alone. <br />Consistent with state statute (Minn. Stat. 473.859, subd. 2(c) and subd. 4), communities must include a <br />housing element and implementation program in their local comprehensive plans that address existing <br />and projected housing needs. <br />The Council has also determined the regional need for low and moderate income housing for the <br />decade of 2021-2030 (see Part III and Appendix B in the Housing Policy Plan). <br />New Brighton’s share of the region’s need for low and moderate income housing is 164 new units <br />affordable to households earning 80% of area median income (AMI) or below. Of these new units, the <br />need is for 84 affordable to households earning at or below 30% of AMI, 29 affordable to households <br />earning 31% to 50% of AMI, and 51 affordable to households earning 51% to 80% of AMI. <br />Affordable Housing Need Allocation for New Brighton <br />At or below 30% AMI 84 <br />31 to 50% AMI 29 <br />51 to 80% AMI 51 <br />Total Units 164 <br /> <br />Specific requirements for the housing element and housing implementation programs of local <br />comprehensive plans can be found in the Local Planning Handbook. <br />
