City Manager Lotter requested
the Council make an amendment to the motion.

AMENDMENT: Motion by Councilmember Jacobsen, seconded by Councilmember
Burg to direct the City Attorney to engage the contractor to ensure no expenses are
encumbered until a signed agreement was in place with Ramsey County and to direct
staff to enter into an agreement with Ramsey County to address the maintenance and
finances for Lions Park.

Councilmember Bauman asked if the City would only be completing the grading at this time.
Councilmember Burg stated the excavation, grading, seeding and ballfield work would be
completed. She did not believe the City was at risk by doing this work given the fact these
fields were the City’s responsibility.
Councilmember Bauman expressed concern with the fact that the park would not have
adequate parking or restroom facilities. She stated she would be more comfortable delaying
action on this project for two weeks to ensure that an agreement was in place with the County
prior to any work being completed.
Mayor Johnson believed the County wanted this park space as well. She also understood that
at this time of year, two weeks for a project could be crucial.
Councilmember Strub supported the amendment and called the question.

4 Ayes, 1 Nay (Bauman opposed)-Amendment Carried

4 Ayes, 1 Nay (Bauman opposed)-Amended Motion Carried

Commission Liaison Reports, Announcements and Updates

Dean Lotter
City Manager Lotter reported the City’s website would need a little extra time and the new
launch date would be Friday, October 21st.
