PUBLIC WORKS PROJECTS <br /> <br />Department: Water <br /> <br />Item: Water Meter Replacements <br /> <br />Year(s): 2016-2020 <br /> <br />Cost: $2,281,000 Total <br /> <br />2016-2017 $468,000 + collector antenna and software $50,000 <br />2018 $576,000 <br />2019 $586,000 <br />2020 $601,000 <br /> <br />Description: Water meters and their registers often lose accuracy as they age; therefore, <br />they must be replaced every 15 to 20 years. The new system will also include automatic <br />meter reading technology that will save time, prevent recording errors, minimize the need <br />to go on private property of residents, and potentially allow water line leaks to be <br />identified earlier by the analysis of the data that is collected. <br /> <br />Justification: <br />1. Current commercial meters have exceeded life expectancy by over 10 years and <br />should be replaced. Meters start to read lower when not working correctly. <br /> <br />2. New meters will be a radio read which can be read easily and would allow the city <br />to bill these on a monthly basis. Match use to billing records, no delays makes <br />understanding utility bills easier. Creates better cash flow for the City. <br /> <br />3. Can run usage reports to help identify leaks with residents, monitor water <br />temperatures on identified accounts affected by cold temperatures. <br /> <br />4. With all city meters on radio reads, unaccounted water can be determined easily <br />and monitored. <br /> <br />5. Currently we outsource for meter reads, new equipment could be read by City <br />staff. <br /> <br />6. Should never incur a no-read fee unless meter is broken. Can read meters without <br />access to properties. <br /> <br />7. Monthly billing would allow for earlier detection of meter problems to keep <br />accurate reads. <br /> <br />8. Allows better feedback on consumption, helps to change habits in order to reduce <br />and save money. <br />11
