<br />RESOLUTION NO. STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON A RESOLUTION ACCEPTING THE ECONOMIC DEVELOPMENT COMMISSION’S <br />RECOMMENDED PRINCIPLES REGARDING BUILDING AND CREATING A SENSE OF PLACE <br />(ALSO REFERRED TO AS PLACE MAKING). WHEREAS, the Economic Development Commission presented several Economic <br />Development topics to the City Council at the joint Economic Development <br />Commission/City Council meeting on March 18, 2015, and <br /> WHEREAS, those topics included Business Retention and Expansion, Physical Redevelopment, Housing, and Place Making as described in the March 18, 2015 EDC <br />meeting materials, and <br /> WHEREAS, the City Council provided the Economic Development Commission freedom to examine these topics more thoroughly and forward recommendations to the Council at the appropriate time, and <br /> <br />WHEREAS, the City Council at the January 9, 2016 Teambuilding Retreat directed <br />the Economic Development Commission to incorporate the four Economic Development topics of Business Retention & Expansion, Physical Redevelopment, Housing Programs, and Place Making (Sense of Place) into the Economic Development Strategic Priority, <br />and <br /> WHEREAS, the Economic Development Commission discussed the Sense of Place topic at their meetings held on March 2nd, June 1st, July 6th, September 7th, and November 2, 2016, and <br /> <br />WHEREAS, the Economic Development Commission, through thoughtful <br />discussion, developed consensus on six guiding principles that fully encompass all the elements of creating and building a Sense of Place, and <br />WHEREAS, the Economic Development Commission’s six Place Making (Sense <br />of Place) guiding principles are: <br />1) Strong Public Safety presence to ensure secure, safe neighborhoods, getting people out of their homes and interacting throughout all areas of the community. 2) Creation of gathering places or destinations, whether in plaza-type environments, at a <br />local restaurant or bar, fraternal organizations, or in outdoor dining spaces. <br />3) Ensuring a connection with the schools, access to personal enrichment programs, and <br />local sport team identification. 4) Creating traffic calm environments that are walkable and bikeable with connections to high quality public spaces including parks, public art, and City entrance monument <br />signage.
