<br /> <br /> <br /> <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: Consideration of a Resolution accepting the Economic Development <br />Commission’s recommended principles on Place Making (also referred to Sense of Place). <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets & <br />Development <br /> <br />CITY MANAGER APPROVAL: <br /> No comments to supplement this report _______ Comments attached ______ <br /> <br />Recommendation: Adopt the Resolution provided accepting the Economic Development <br />Commission’s recommended Sense of Place principles (also referred to as Place Making). <br /> Legislative History: March, 2nd, June 1st, July 6th, September 7, and November 2, 2016: The Economic Development Commission discussed the Sense of Place topic. The Commission’s ideas of what created a Sense of Place were summarized into six guiding principles. <br /> <br />January 9, 2016: During the City Council’s 2016 Teambuilding Retreat, the Council directed the <br />Economic Development Commission to incorporate the topics of Business Retention & Expansion, Housing Programs, Physical Redevelopment, and Place Making (also referred to as Sense of Place) into the Council’s Economic Development Strategic Priority. <br /> <br />March 18, 2015: The Economic Development Commission presented four topics to the City <br />Council at a joint Economic Development Commission/City Council meeting. These four topics represented what Economic Development meant to the Commission. Financial Impact: None at this time. Not every Sense of Place item has a financial and/or <br />budgetary impact. For those that do, it is the intent that future Sense of Place projects be <br />incorporated into public improvement projects or through public and private partnerships. Any financial impacts will be presented to Council for authorization following normal practices and procedures. <br /> <br />Explanation: Historically, the Economic Development Commission (EDC) has spent nearly all <br />their meetings focusing on New Brighton Exchange related topics. Toward the end of 2014, the EDC expressed a desire to broaden their focus. To build consensus surrounding what topics might be relevant and of interest to Commissioners, two months (January and February of 2015) <br />were spent examining what economic development means.
