<br />Commissioner Allen believed there was a huge need for more affordable housing in the City and stated <br />this parcel would be the only one available for that opportunity. He understood APi and Pulte had been <br />great partners to the City however, this was the only spot available for expansion of affordable housing. <br /> <br />Commissioner Murlowski indicated the question before the Commission was if they supported giving <br />APi an extension. <br /> <br />Chair Zisla discussed how this had to be considered along with the other proposed developments for the <br />site, along with how the City would be financially impacted. He questioned which of the projects was <br />the most real. <br /> <br />Commissioner Murlowski believed that the Pulte scenario was very real and could begin shortly. He <br />stated the only reason he would support an extension with APi is if they were willing to provide the City <br />with a lump sum to cover the extension. <br /> <br />Commissioner Benke questioned how the City could possibly provide 140 affordable housing units <br />when 99% of the community was fully developed. Gundlach explained the City would have to evaluate <br />the zoning and guiding of the City in order to accommodate for affordable housing in the City in order <br />to meet this requirement. It is likely a redevelopment matter. <br /> <br />Commissioner Carter respected APi and their partnership with the City and he would like to keep this <br />company within the community. <br /> <br />Chair Zisla believed there would be positive policy aspects to each scenario. The City just had to <br />determine what direction they wanted to pursue for this portion of NBE. <br /> <br />Commissioner Allen supported the City offering APi an extension if they paid the City a lump sum for <br />the option. <br /> <br />Commissioner Murlowski questioned the up side to the City of approving a three year extension. <br />Gundlach discussed the tax implications for the property if it was developed residential versus <br />commercial. <br /> <br />Commissioner Carter questioned if the Commission was being asked to make a recommendation today. <br />Gundlach stated this was the case. <br /> <br />Motion by Commissioner Carter, seconded by Commissioner Benke to recommend the City Council <br />offer APi a three year extension with the best negotiated terms with respect to a cash payment in lieu of <br />lost tax increment. <br /> <br />Gundlach asked if the negotiated price would then be applied toward the land price after three years. <br /> <br />Commissioner Carter believed that $120,000 should be on top of the land price. <br /> <br />Commissioner Allen supported the extension. <br /> <br />Commissioner Murlowski suggested that the City lock APi in on future development by requiring <br />$250,000 for the three year extension that could be used towards the land price. In addition, if after <br />three years APi does not build, the money would be retained by the City. <br /> <br />Commissioner Benke believed there were a lot of unknowns with this situation before the Council could <br />take action.
