<br /> <br />Commissioner Allen recommended that sidewalks be considered for the corridor if it were to redevelop <br />to improve pedestrian safety. <br /> <br />Chair Zisla questioned what the next step was for this topic. He recommended the Old Highway 8 <br />Corridor be addressed by the Commission again in October. <br /> <br />Commissioner Benke suggested the property owners along the corridor be invited to attend a work <br />session meeting to gain their thoughts and opinions regarding redevelopment of the corridor. <br /> <br />Chair Zisla excused himself from the meeting. <br /> <br />New Brighton Exchange Updates <br /> <br />Gundlach provided the Commission with the following New Brighton Exchange update: <br /> <br />Marketing Update from Colliers <br />Based on the last marketing call with Colliers, there is no new information to report regarding <br />prospective development in New Brighton Exchange. Colliers and Ryan Companies continue to follow <br />several leads concerning development proposals for Block D. However, none at this point are ready to <br />make any decisions. Colliers has informed us it isn’t uncommon for companies to delay building <br />decisions over the summer while executives and board members are less available. Some of the <br />companies in the market for build‐to‐suit options, where Block D might be a good fit, include PHS <br />(Pediatric Home Service) in Roseville, Tuv Sud in New Brighton, Minnetronix in St. Paul, Entero <br />Medics Inc. in Roseville, and Intertek in Roseville. All of these companies are in various stages of <br />planning (some quietly looking, others more aggressively looking) and none are in a hurry to make <br />decisions before the end of the year. The main marketing focus at this point is for Colliers and Ryan <br />Companies to stay in touch with these companies to ensure they are aware of what New Brighton has to <br />offer. For now, it seems like Tuv Sud might be the most promising prospect. <br /> <br />Staff has communicated to Colliers and Ryan Companies that, to the extent possible, the City would <br />prefer to not find ourselves on the losing end of another competition (like Streamworks). So, it’s vitally <br />important to ensure our offers to companies are highly competitive. Based on a land price comparison <br />study conducted by Colliers, we’ve decided to lower our land price to $3.50‐$3.75 per square foot, down <br />from $4. Overall, Colliers and Ryan Companies feel Block D is being well received in the market and <br />New Brighton is known as a developer friendly City, which is more valued than land price. <br /> <br />Pulte Sales Update <br />To date, over 90 building permits have been issued to Pulte Homes out of 125 total units. All the <br />townhomes have been completed and/or are under construction. Contractually, Pulte has until July of <br />2019 to complete all 125 units. <br /> <br />Financial <br />While the City’s TIF Management Plan was recently updated (July), the NBE Financial Dashboard has <br />not been updated. Jeanne Vogt with Ehler’s is in the process of updating this NBE financial tool. Once <br />the update is complete, staff will share the dashboard with the EDC. <br /> <br />New Brighton Exchange (NBE) Dump Monitoring <br />Required quarterly soil gas monitoring around the dump was conducted last week at NBE. Methane <br />concentrations continue to read above our action levels near VM‐5A (by CSI), VM‐12, 14, 15 (Block E), <br />and for the first time a vent on the west side of Old Highway 8 NW (VM‐20A).
