<br /> <br />3 <br /> <br />Motion by Commissioner Nichols-Matkaiti, seconded by Commissioner Deick, to approve staff <br />recommendation. <br /> <br />Approved 4-0. <br /> <br />Public Hearing – New Business: <br />(A) Patrick K. O’Connor on behalf of First Source Financial requests approval of a Special Use Permit <br />to occupy office space to conduct retail sales for auto, boat, recreational vehicles, etc. at 550 County <br />Road D West, Suite 3. <br /> <br />Planning Director Janice Gundlach reported the applicant is requesting a Special Use Permit to permit operation <br />of an automotive, boat, motorcycle, recreational vehicle, and trailer sales use at 550 County Road D West, Suite <br />3. The use of automotive and/or truck and trailer sales requires review and approval of a Special Use <br />Permit within the I–2, Heavy Industrial zoning district. The tenant space proposed for the use is within an <br />existing building, located in suite number three, and is approximately 1,920 SF. The floor plan currently <br />consists of 980 SF of office and 940 SF of warehouse. The applicant proposes to convert the warehouse space to <br />office space. The applicant’s narrative indicates that only lending and banking services associated with the sales <br />business will be conducted out of this site. However, an occasional customer trade-in or purchased vehicle may <br />be on-site during a transaction but will not be permanently stored. The applicant intends to hire two or three <br />additional employees for this operation, adding to his existing staff of four. Other than a wall sign, no exterior <br />changes to the site are proposed. <br /> <br />Planning Director Gundlach explained the applicant’s business is called First Source Financial, who engages in <br />the purchase of cars, boats, motorcycles, recreational vehicles, and trailers. The applicant maintains that no <br />inventory will be displayed or parked/stored in the parking lot. The applicant also states that the primary need <br />for the New Brighton location is to conduct lending and banking services only and that no repair, hazardous <br />waste, or mechanical services will be conducted on site. These limitations will be made conditions of approval. <br />Staff recommends approval of the Special Use Permit, subject to the following conditions: <br /> <br />1. Only the lending and banking services function of the sale of cars, boats, motorcycles, recreational <br />vehicles and trailers is permitted on the property. <br />2. No permanent sales stock shall be parked and/or stored either indoors or outdoors on the property. <br />3. Occasional ancillary trade-in and/or purchased sales stock may be kept on the property while sales <br />transactions are being completed, but under no circumstance shall ancillary on-site sales stock exceed <br />five. <br />4. Any ancillary sales stock shall be operable, in good repair, and be properly licensed with inoperable <br />and/or unlicensed sales stock prohibited. <br />5. All vehicles must be located in designated parking stalls. <br />6. No balloons, streamers, blow-ups, or the like shall be displayed on site. <br />7. Only a single wall sign in compliance with Chapter 9 of the Zoning Code may be permitted after <br />obtaining a Permanent Sign Permit. <br /> <br />Commissioner Deick asked what the hours of operation would be for the business. Planning Director Gundlach <br />explained there were no hours of operation limits and recommended the applicant address this question. <br />Amy Meyer, First Source Financial, reported her business would be open from 10:00 a.m. to 6:00 p.m. <br />Commissioner Danger asked what type of activity would occur on the site. Ms. Meyer reported there would be <br />pickup trucks and trailers on the site, but nothing commercial in nature.
