Staff reviewed the hard surface recommendations and requested the <br />Commission reopen the public hearing from February 16, 2016 and take any additional public testimony. The <br />Planning Commission was then requested to table action to the May 17, 2016 Planning Commission meeting, <br />allowing the DNR additional time for review and comment on the latest draft ordinance dated April 11, 2016. <br /> <br />Commissioner Danger asked if ground level decks were considered hard surface. Planning Director Gundlach <br />reported ground level decks were considered hard surface by the DNR and staff was trying to work through this <br />issue and staff’s position would be that decks are not considered hardcover. <br /> <br />Commissioner Danger questioned if lakeshore owners could clear invasive species even though the Ordinance <br />says there will be no intensive vegetation clearing. Planning Director Gundlach discussed the difference <br />between invasive species clearing and intensive vegetation removal. <br /> <br />Commissioner Deick inquired if the DNR would respond in a timely manner to allow for this matter to be <br />reviewed in May 17th. Planning Director Gundlach was hopeful the DNR would be able to provide their final <br />comments prior to the May meeting. <br /> <br />Motion by Commissioner Deick, seconded by Commissioner Danger to reopen the Public Hearing. <br /> <br />Approved 6-0. <br /> <br />Hugh Burton, a Long Lake property owner, suggested the City announce all future Shoreland Ordinance <br />meetings to the leaders of the lake and homeowner associations. He believed this would be a good way for the <br />City to keep the public involved. He encouraged the City to consider limiting the removal of trees. He <br />discussed how tree removal had a big impact on neighborhoods. <br /> <br />Motion by Commissioner Murphy, seconded by Commissioner Deick to close the Public Hearing. <br /> <br />Approved 6-0. <br /> <br />Commissioner Danger explained the City does not have any jurisdiction over tree removal on private property. <br /> <br />Planning Director Gundlach reported this was the case. She explained she was not aware of all of the lake and <br />homeowner associations as these were private organizations. She stated she was happy to notify these <br />organizations, if she was made aware of their contact information. <br /> <br />Auren Kerntop, 1140 Rockstone Lane, explained he was thinking of planting some trees in his backyard. He <br />encouraged the City to provide homeowners with recommendations on proper tree placement. <br /> <br />Motion by Commissioner Danger, seconded by Commissioner Deick, to table action to the May 17, 2016 <br />Planning Commission meeting, allowing the DNR additional time for review and comment on the latest <br />draft ordinance dated April 11, 2016. <br /> <br />Approved 6-0. <br /> <br />Public Hearing – New Business:
