<br /> <br />1 <br /> <br />PLANNING COMMISSION PROCEEDINGS <br /> <br />Regular Meeting – August 16, 2016 7:00 p.m. <br /> <br />Present: Chairperson Erin Nichols-Matkaiti, Commissioners Dania Miwa, Melissa Murphy, and Verne <br />McPherson <br /> <br />Absent: Commissioner Steve Danger, Marvin Deick and Jeanne Frischman <br /> <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Paul Jacobsen-Councilmember <br /> <br />Agenda Review: There were no changes to the agenda. <br /> <br />Minutes from July 19, 2016: <br /> <br />Motion by Commissioner Frischman, seconded by Commissioner Murphy, to approve the July 19, 2016 <br />meeting minutes as presented. <br /> <br />Approved 4-0. <br /> <br />Council Action: Councilmember Jacobsen reported the Council had a very successful event at Vermont Park <br />where 50 residents attended. He noted the City had over 130 parties for National Night Out. He indicated <br />Stockyard Days took place last week. He thanked the outgoing ambassadors for their service to the community <br />over the past year. He encouraged New Brighton residents to visit Tank N Tummy and noted the E2 bridge was <br />now open. He reported the City moved from odd to even year elections in 2016. He explained Councilmember <br />Bauman and Councilmember Strub’s seats were open. He indicated the Council began reviewing the 2017 <br />preliminary budget at a recent worksession meeting and discussions would continue over the coming weeks. A <br />preliminary levy would be approved by the Council on September 13th. At the last Council meeting, the <br />Council approved a seven-year contract with Curbside Recycling, the Shoreland Ordinance and offered <br />municipal consent for the I-35W MNPASS Project. He explained the City was still seeking election judges for <br />the November general election. <br /> <br />Public Hearing: <br />(A) Nick Houwman of Houwman Architects, on behalf of Bill Kirkpatrick of Big Blue Box requests <br />a Nonconforming Use Permit, Site Plan, and Special Use Permit to allow construction of a new <br />3,360 SF single story office building at 587 1st Street SW. <br /> <br />Planning Director Janice Gundlach reported the applicant is requesting the following land use approvals in <br />support of construction of a 3,360 SF office building, and supporting parking, landscaping and utility <br />improvements, at the unaddressed site (PID#323023120022) located immediately east of 587 1st ST SW: <br /> <br />• Site Plan: Required to ensure minimum industrial district development standards are met and is <br />necessary in order to secure a building permit. <br />• Special Use Permit: To allow outdoor storage as an accessory use. <br />• Nonconforming Use Permit: To resolve existing conditions that do not meet current zoning district <br />standards.
