PLANNING REPORT <br /> <br />DATE: September 16, 2016 <br />CASE: SP2016-011 and VN2016-002 <br />SUBJECT: Special Use Permit and Variance to allow construction of a cremation <br />garden at St. John’s the Baptist Cemetery <br />APPLICANT: Mark Dittman on behalf of St. John’s the Baptist Cemetery <br /> <br />REQUEST & BACKGROUND <br />St. John’s the Baptist Church is requesting the following land use approvals in order to allow <br />improvements to the St. John’s the Baptist Cemetery, creating a Cremation Garden with above <br />grade stone cabinets used to store ashes (Columbaria) and associated improvements: <br />• Special Use Permit – required to resolve a non-residential use existing on a property <br />zoned for single family residential. Churches and similar public uses are specially <br />permitted uses in the R-1, Single Family Residential zoning district. <br />• Variance – required in order to allow the stone cabinets to be located nearer than 30’ <br />from the property line abutting R – 1 zoned property. The proposed plans depict the <br />stone cabinets 15.5’ from the eastern, north-south property line where Zoning Code <br />Section 4-030 (1) requires 30’. <br /> <br />The proposed improvements are located at the southeast corner of the cemetery, which is located <br />at the northwest corner of 7th ST NW and 11th AVE NW. Two of the proposed stone cabinets <br />measure 2.5’ x 7.5’ and the third cabinet measures 2.5’ x 10’. The narrative explains the <br />cabinets would be 3-5 rows in height, with the attached Project Images depicting four row <br />cabinets. Two benches are proposed between the stone cabinets and the easterly, north-south <br />property line. Additionally, three bituminous parking stalls are proposed, 6’ wide concrete <br />walkways with accent granite pavers, planters, landscaping, a small internal <br />directional/identification sign, and an area to accommodate a future sculpture. <br /> <br />The cemetery use has existed on this property since 1909.
