Community Assets &
Development Department

MEMORANDUM

DATE: October 13, 2016

TO: Planning Commission

FROM: Janice Gundlach, Asst. Director of Community Assets & Development/Planning Director

SUBJECT: Temporary Family Health Care Dwellings Work Session Discussion

Per the Planning Commission’s request, staff has invited representatives from Next Door Housing to
speak at the work session. Staff has asked Next Door Housing to provide a brief overview of their
product and market, and then open the discussion up to questions from the Commission.

Staff has not provided any new information, but all the items from last month are attached to this
memo to aid in continuing the discussion on Temporary Family Health Care Dwellings. To reiterate the
Commission’s task, the Council has asked the Commission to develop regulations that would allow
Temporary Family Health Care Dwellings within the City. In order to do this effectively, the Commission
should evaluate the existing state law governing Temporary Family Health Care Dwellings (which the
City has opted out of), then identify local concerns and develop standards that address those local
concerns (to supplement the stipulations within the State law).

Staff is recommending hearing from Next Door Housing, allowing for a Q & A with Next Door Housing,
and then dismissing Next Door Housing representatives to provide for further Commission discussion
and to direct staff on the next steps. Staff would like to provide a draft licensure ordinance for
discussion at the next Planning Commission work session, which is tentatively scheduled for November
15th following the regular meeting.

Attachments
Work Session Materials from September 20, 2016 Meeting
