Staff recommends approval of the Site Plan and <br />Nonconforming Use Permit, subject to the following conditions: <br /> <br />1. The project is developed in accordance with the submitted plans, provided as attachments to the <br />Planning Report dated 8-15-2016, except as otherwise noted in the conditions of approval. <br />2. The applicant implements the recommendations noted in the Interoffice Engineering Memo. <br />3. No exterior storage shall be permitted. <br /> <br />Commissioner Frischman asked how future road improvements could impact this property. Planning Director <br />Gundlach reported this property fronts on a County Road and access points could be removed by the County if <br />there were safety concerns. She stated it would not be the intent of the City or County to impact business <br />operations, however, a change could be made by the County in the future. <br />Commissioner Danger questioned if the property owner had a lease with McCreedy. Tom Okerstrom, property <br />owner, replied he did not have a lease with McCreedy. He explained that both of his tenants were on a month to <br />month contract for the space. <br />Cary Becker, Becker Building and Remodeling, discussed how the proposed location would impact his business <br />while also addressing his hopes for the future. He described the showroom he would have onsite noting this <br />would only be available by appointment. He explained the building was in dire need of renovation and <br />commented on the work he has been conducting over the past several months with City staff. <br />Larryy Tell, 581 Old Highway 8, believed the proposed plans were quite nice and he encouraged the Planning <br />Commission to offer their support for the site plan request. <br />Diane Becker, Becker Building and Remodeling, stated after the property was surveyed she learned the site had <br />an easement under the building. <br />Gina Doty, New Brighton resident and employee of McCreedy’s Hair Design, explained she was aware the <br />current location could not be saved. She requested additional time to relocate her business. She discussed the <br />history of McCreedy’s in New Brighton noting this salon has been in operation in the community for the past 50 <br />years. She stated McCreedy’s was thriving and offered great service at an affordable price. She provided the <br />Commission with a history book and requested the Commission allow McCreedy’s more time. <br />Tom Okerstrom, explained he has owned this building since 1994. He reported he operated a business in this <br />building until 2007. He noted the building has been for sale for the past five years and each of the tenants were <br />aware of this fact. He indicated all showings have been done with full knowledge of the tenants and during <br />normal business hours. He reported Mr. Becker was shown the building during business hours and an offer for <br />the space was made. He stated there were currently 21 spaces available in New Brighton and he encouraged his <br />two tenants to remain in the City. <br />Ms. Doty further commented on the amount of time it would take McCreedy’s to get set up at a new location. <br /> <br />Motion by Commissioner Danger, seconded by Commissioner McPherson to close the Public Hearing. <br /> <br />Approved 7-0. <br /> <br />Commissioner McPherson understood the concerns of Ms. Doty, however, he explained the Planning <br />Commission was being asked to consider a land use request. He stated he supported the request before the City. <br /> <br />Motion by Commissioner McPherson, seconded by Commissioner Frischman, to approve staff <br />recommendation. <br /> <br />Approved 7-0.
