PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — May 17, 2016 7:00 p.m. <br />Present: Chairperson Erin Nichols-Matkaiti, Commissioners Steve Danger, Marvin Deick, Jeanne Frischman, <br />Melissa Murphy, and Verne McPherson <br />Absent: Commissioner Dania Miwa <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />Terri Haarstad-City Clerk; Mary Tietjen-City Attorney; Andre Barte-IT Manager; and Paul Jacobsen- <br />Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from April 19, 2016: <br />Motion by Commissioner Danger, seconded by Commissioner Frischman, to approve the April 19, 2016 <br />meeting minutes as presented. <br />Approved 6-0. <br />Council Action: Councilmember Jacobsen reported the Council approved the water treatment distribution <br />plant and Minneapolis water interconnection. In addition, the Council approved the Bona Brothers building <br />expansion. He thanked the Planning Commission for their thorough review of both of these requests. He noted <br />the City Council held a Town Hall meeting on Saturday, May 7th. He indicated this meeting would be replayed <br />on local cable in the near future. He thanked the Lion's Club for donating $150,000 to the City of New <br />Brighton North Park in the New Brighton Exchange. He explained North Park would be renamed Lion's Park. <br />He discussed the City's water status and noted the water interconnection would be in place mid-July. He <br />encouraged the public to continue to conserve water. He stated the New Brighton city-wide cleanup day would <br />be held on Saturday, May 21St at the New Brighton Garage from 7:30 a.m. to 2:00 p.m. <br />Public Hearing — Old Business: <br />(A) The City of New Brighton requests consideration of a new Chapter 12 to the New Brighton <br />Zoning Code, creating a Shoreland Ordinance. <br />Planning Director Janice Gundlach reported City staff has contacted the Minnesota Department of Natural <br />Resources (DNR) three times over the last 30 days concerning review and comment on New Brighton's most <br />recent Shoreland Ordinance draft. Staff received an email response on Tuesday, May 10th that feedback would <br />be offered by next week. Staff is unsure if this feedback will be submitted in time for the Planning <br />Commission's hearing continuation on Tuesday, May 17th. Staff is recommending the Commission re -open the <br />public hearing, being the table action from last month noted continuation on May 17th. If any interested public <br />is in attendance and wants to provide testimony, it should be taken. Staff has no new information to report and <br />therefore has not provided any additional written materials, beyond this memo. Interested public should be <br />advised to visit the City's website, where the Planning Commission materials from the April 19th meeting are <br />posted for public consumption. If the DNR provides comments in time for the hearing on Tuesday, staff will <br />provide that information to the Commission and public. Staff's communications to the DNR over the last 30 <br />
