At this time, staff is recommending the Planning Commission table <br />action to the July 19, 2016 meeting where the final draft Ordinance will be reviewed by the Commission. <br />Commissioner McPherson asked if the DNR would need to approve PUD's within a shoreland area then what <br />type of review timetable would be required. Planning Director Gundlach stated she would speak with the City <br />Attorney regarding this matter and would report back to the Commission in July. <br />Motion by Commissioner Miwa, seconded by Commissioner Murphy to close the Public Hearing. <br />Approved 7-0. <br />Motion by Commissioner McPherson, seconded by Commissioner Danger, to table action to the July 19, <br />2016 Planning Commission meeting. <br />Approved 7-0. <br />(B) Simply Self -Storage requests an amendment to a previously approved Site Plan, allowing <br />construction of a two story interior climate controlled storage building at 251 5`" Street NW. <br />Planning Director Janice Gundlach reported the applicant submitted a land use application in May to construct a <br />single story, 350' x 130' 45,500 SF interior climate controlled self -storage facility. The City Council approved <br />these requests via Resolution 2016-057. Following City Council approval, the applicant found it necessary to <br />reduce the footprint due to poorer than expected soil conditions along the east side of the building. To make up <br />for the lost square footage, the applicant has opted to construct a second story mezzanine, with first and second <br />story square footage totaling 77,000 SF. The applicant submitted revised elevations, floor plans and Landscape <br />Plan depicting the revised footprint and building layout. The footprint has been reduced to 350' x 110' and the <br />applicant intends to add an internal mezzanine (functioning like a second story). This addition requires an <br />amendment to the previously approved Site Plan. <br />Planning Director Gundlach explained the original Planning Report dated May IL 2016, reviewed and <br />discussed by the Planning Commission on May 17, 2016, provided a full Site Plan analysis. With the latest <br />analysis, staff intended to examine only the Site Plan standards affected by the amendment. As always, full <br />plans will be submitted at the time of building permit. Staff reviewed the request in detail and recommended <br />approval as submitted, and subject to the following conditions: <br />1. The revised Site Plan is consistent with the plans submitted and attached herein. <br />2. Continued compliance with the findings and conditions of Resolution 2016-057. <br />Commissioner Danger asked if the addition of the second story would impact the construction schedule. <br />Planning Director Gundlach stated this was a concern for the applicant, given the fact there were soil concerns <br />on the site. She explained staff has been working with the applicant on the site plan amendment in a timely <br />manner in order to keep the project moving forward. The goal was to have this matter considered in June in <br />order for construction to begin this fall. She believed that if the approvals were granted, the project would <br />remain on schedule. <br />Motion by Commissioner Danger, seconded by Commissioner Murphy, to approve staff <br />recommendation. <br />2 <br />
