<br /> <br />1 <br /> <br />PLANNING COMMISSION PROCEEDINGS <br /> <br />Regular Meeting – September 20, 2016 7:00 p.m. <br /> <br />Present: Chairperson Erin Nichols-Matkaiti, Commissioners Steve Danger, Marvin Deick, Jeanne Frischman, <br />Dania Miwa, Melissa Murphy, and Verne McPherson <br /> <br />Absent: None <br /> <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Paul Jacobsen-Councilmember <br /> <br />Agenda Review: There were no changes to the agenda. <br /> <br />Minutes from August 16, 2016: <br /> <br />Commissioner Frischman requested the minutes reflect she was not in attendance at the August 16, 2016 <br />meeting. <br /> <br />Motion by Commissioner McPherson, seconded by Commissioner Deick, to approve the August 16, 2016 <br />meeting minutes as amended. <br /> <br />Approved 7-0. <br /> <br />Council Action: Councilmember Jacobsen reported the City Council has been discussing the water treatment <br />plant. He reviewed the Planning Commission items that were approved by the Council at their most recent <br />meeting. It was noted the Council approved a preliminary 2017 budget and tax levy. <br /> <br />Public Hearing: <br />(A) Consideration of a Special Use Permit and Variance for property located at the northwest corner <br />of 7th Street NW and 11th Avenue NW to allow construction of a Cremation Garden at the <br />existing cemetery. <br /> <br />Planning Director Janice Gundlach reported St. John’s the Baptist Church is requesting the following land use <br />approvals in order to allow improvements to the St. John’s the Baptist Cemetery, creating a Cremation Garden <br />with above grade stone cabinets used to store ashes (Columbaria) and associated improvements: <br /> <br />• Special Use Permit – required to resolve a non-residential use existing on a property zoned for single <br />family residential. Churches and similar public uses are specially permitted uses in the R-1, Single <br />Family Residential zoning district. <br />• Variance – required in order to allow the stone cabinets to be located nearer than 30’ from the property <br />line abutting R – 1 zoned property. The proposed plans depict the stone cabinets 15.5’ from the eastern, <br />north-south property line where Zoning Code Section 4-030 (1) requires 30’. <br /> <br />Planning Director Gundlach explained the proposed improvements are located at the southeast corner of the <br />cemetery, which is located at the northwest corner of 7th ST NW and 11th AVE NW. Two of the proposed <br />stone cabinets measure 2.5’ x 7.5’ and the third cabinet measures 2.5’ x 10’. The narrative explains the cabinets
