Mr. Kangas <br />discussed the landscaping plan with the Commission. <br />Chair Nichols-Matkaiti questioned if the landscaping plan was required. Planning Director Gundlach indicated <br />the Special Use Permit does not require a landscaping plan, however, the Commission could elect to require <br />landscaping in order to mitigate the view from 11th Avenue, in conjunction with the variance request. <br />Mr. Kangas provided further comment on the phasing plan for the columbaria cabinets. <br />Jerry Blansky, parishioner of St. John’s, stated he was on the planning committee for the cemetery. He noted <br />his aunt was the first person to be buried in this cemetery in 1909. He then read a written response to the letter <br />of objection that was presented to the City. He reminded the Planning Commission that the cemetery was in <br />this neighborhood long before any of the homes. <br />Ron Fleur, member of St. John’s parish and member of the cemetery planning committee, explained cremation <br />was currently being done at a rate of 61%. He estimated by the year 2030, it is projected to be at 91%. He <br />requested the Planning Commission offer their support for the columbaria. <br />Tim McQuillan, 911 11th Avenue NW, did not object to the proposed changes to the cemetery. He believed the <br />columbaria were necessary. <br /> <br />Motion by Commissioner McPherson, seconded by Commissioner Miwa to close the Public Hearing. <br /> <br />Approved 7-0. <br /> <br />Commissioner McPherson noted the cemetery has been in place since 1909 and he did not believe the proposed <br />columbaria would be too disruptive to the neighborhood. <br />Commissioner Miwa agreed and appreciated the fact that the church was proposing to screen the columbaria <br />blocks. <br />Commissioner Danger understood columbaria would be the future for cemeteries. <br /> <br />Motion by Commissioner Danger, seconded by Commissioner Deick, to approve staff recommendation. <br /> <br />Approved 7-0. <br /> <br />(B) Consideration of a Site Plan and Nonconforming Us ePermit for property located at 575 Old <br />Highway 8 NW to facilitate construction of a 1,400 SF addition and major renovation of the <br />original structure. <br /> <br />Planning Director Janice Gundlach reported the applicant is requesting the following land use approvals in <br />support of construction of a 1,400 SF addition, including a major renovation to the existing building and various <br />exterior material, parking, and landscaping improvements at 575 Old Highway 8 NW: <br /> <br />• Site Plan: Required to ensure minimum industrial district development standards are met and is <br />necessary in order to secure a building permit. <br />• Nonconforming Use Permit: To resolve existing conditions that do not meet current zoning district <br />standards. <br /> <br />The property is currently being used for service retail uses, namely a hair salon. The applicant intends to change <br />use to an office and showroom in support of his construction build and remodeling business. While the <br />proposed addition is 1,400 SF, the applicant intends to remove the existing southerly portion of the building that
