<br /> <br />1 <br /> <br />PLANNING COMMISSION PROCEEDINGS <br /> <br />Worksession Meeting – October 18, 2016 7:08 p.m. <br /> <br />Present: Chairperson Erin Nichols-Matkaiti, Commissioners Steve Danger, Marvin Deick, Jeanne Frischman, <br />Dania Miwa, Melissa Murphy, and Verne McPherson <br /> <br />Absent: None <br /> <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Paul Jacobsen-Councilmember <br /> <br />Temporary Family Health Care Dwellings – Next Door Housing: <br /> <br />Planning Director Janice Gundlach reported per the Planning Commission’s request, staff has invited <br />representatives from Next Door Housing to speak at the work session. Staff has asked Next Door Housing to <br />provide a brief overview of their product and market, and then open the discussion up to questions from the <br />Commission. <br /> <br />Planning Director Janice Gundlach explained staff has not provided any new information, but all the items from <br />last month were provided to the Commission to aid in continuing the discussion on Temporary Family Health <br />Care Dwellings. To reiterate the Commission’s task, the Council has asked the Commission to develop <br />regulations that would allow Temporary Family Health Care Dwellings within the City. In order to do this <br />effectively, the Commission should evaluate the existing state law governing Temporary Family Health Care <br />Dwellings, which the City has opted out of, then identify local concerns and develop standards that address <br />those local concerns to supplement the stipulations within the State law. <br /> <br />Planning Director Janice Gundlach indicated staff is recommending hearing from Next Door Housing, allowing <br />for a Q & A with Next Door Housing, and then dismissing Next Door Housing representatives to provide for <br />further Commission discussion and to direct staff on the next steps. Staff would like to provide a draft licensure <br />ordinance for discussion at the next Planning Commission work session, which is tentatively scheduled for <br />November 15th following the regular meeting. <br /> <br />Jesse Lammi, Next Door Housing, stated he was excited to be working with the City of New Brighton on the <br />temporary family health care dwelling unit issue. It was his hope the City could be forward thinking in order to <br />allow these units as an option to families in the community. He discussed the goals of Next Door Housing. <br /> <br />John Louiselle, Next Door Housing, appreciated the Planning Commission’s time and stated he and his business <br />partner were present to take questions at this time. <br /> <br />Chair Nichols-Matkaiti asked if there were any cities that have approved family healthcare regulations. Mr. <br />Lammi stated this issue was being addressed very preliminarily by cities in the metro area. He commented on a <br />conference he recently spoke at. <br /> <br />Commissioner McPherson questioned what Next Door’s unit goals were for New Brighton. Mr. Louiselle <br />stated this would be difficult to state, but hoped the City would consider to allow temporary family health care <br />units as an option for those in need of temporary housing for a loved one, without a sixty-day approval process.
