3

Commissioner Danger questioned where Next Door Housing was now located. Mr. Lammi stated they were
now located in Big Lake, Minnesota.

Mr. Lammi and Mr. Louiselle thanked the Commission for their time and input.

Chairperson Nichols-Matkaiti supported the idea of temporary housing units and understood Next Door
Housing was looking for a community to serve as their flagship. She was encouraged by the discussion held
this evening and recommended the Commission address their concerns further.

Commissioner Deick did not want to see the City becoming the bad guy and having to regulate or evict
occupants of these units.

Commissioner McPherson suggested Next Door be licensed with the City for one year and that issues be
addressed after that one year.

Commissioner Danger recommended that all temporary units be permitted for one year and be allowed to be
removed prior to that time without penalty.

Commissioner McPherson stated the price for these units was much less than nursing homes.

Commissioner Miwa liked the idea of allowing the units for a year and reevaluating the process/permitting in
one year.

The Commission discussed the administrative permitting process for the temporary health care units.

Commissioner McPherson asked what the next steps were for this issue. Gundlach recommended she speak
with the City Attorney to draft an Ordinance that establishes an administrative license that would allow a
temporary family health care dwelling. She reviewed the comments provided by the Commission that would be
written into the Ordinance.

Adjournment:

The meeting adjourned at 8:18 PM

Respectfully submitted,

Janice Gundlach
Assistant Director of Community Assets and Development/Director of Planning
