from their homes and drop it off at a designated location (the Public Works Garage). <br />Clean-Up Day also offers a free paper/document shredding drop off and hazardous <br />household waste collection, where residents can get rid of oil, old paint and other <br />hazardous materials from their homes. The City’s costs for this event are paid for from <br />the $33 annual assessment and SCORE funds (discussed in the next paragraph). <br /> <br />Recycling services are partially paid for by SCORE grant funding from Ramsey County. <br />In 2016, the City received $53,600 in SCORE funds. These monies originate from the <br />state and are intended to fund programs that divert material away from landfills. With the <br />purpose of SCORE funding being a desire to divert as much waste away from landfills as <br />possible, Ramsey County is constantly seeking more opportunities to increase recycling <br />poundage. To do that, they’ve required cities to make various adjustments to their <br />recycling programs as a condition to receiving SCORE funding. These program <br />adjustments, which include a heavy emphasis on marketing, are necessary should the City <br />wish to continue to receive SCORE funding. An example of a program adjustment in the <br />future is offering organics collection, which is an area that is developing quickly in the <br />market (Ramsey County currently offers free drop sites). <br /> <br />To conclude, this memo is intended to provide a brief background on the City’s recycling <br />program. To supplement the discussion, Jean Buckley, a Ramsey County Health <br />Educator will present to the commission on the recycling market and what programs <br />and/or initiatives they see beneficial beyond curb-side programs. Staff requests the <br />Commission discuss this information and start to formulate recommendations on what <br />additional initiatives and/or programs might be appropriate in New Brighton. There isn’t <br />an expectation that a Council recommendation is formulated after only one meeting, thus, <br />staff is prepared to provide follow-up information as needed. <br /> <br />Staff will be available for questions and further discussion.
