Memo
To: Parks, Recreation and Environmental Commission
Members
From: Chris Wolla, Parks Superintendent
Subject: Silver Oaks Tennis Court
Date: September 27, 2016

Silver Oaks Park area was originally an elementary school in the St. Anthony
School District. In 1980, the school district determined the property was no
longer needed and sold a portion to a developer and the City purchased a portion
to develop a park in the area to replace the recreational amenities that would be
lost during the development of the area. Tennis courts were one of the amenities
that was located on the portion of the property that was sold to the developer. In
1999, the current tennis court was installed. The current court was resurfaced in
2012 to extend the life of the court until its scheduled replacement in 2022.

It was discovered in the spring of 2016 the tennis court had several areas the
asphalt has started to deteriorate. The deteriorations are severe enough to
impact normal play. Due to changes in the neighborhood since the original
construction, staff felt it was important to engage the neighbors of Silver Oaks
Park to determine their thoughts. A survey was developed and sent to those in
the vicinity of the park. A total of 264 surveys were sent to the residents.

Survey results:

 54 surveys were returned, 20% return rate.

 20 - Replace existing court with new court.

 19 - Remove existing court and have open green space.

 11 - Make existing court into 2 pickleball courts.

 4 – Other - hockey rink, mini dog park, picnic tables, chess boards, grills

Using the results from the survey we would like to replace the Tennis court with
the possibility of adding Pickleball courts on the same surface.
