C. Volunteers in Public Safety (VIPS)

No report.

D. Public Safety/Homeland Security Update

Director Jacobson noted that we are in a hiring process for the position of police officer. We
have the potential for up to four vacancies in 2016 for various reasons that we will need to fill.
We have 40 applicants for police officer.

Director Jacobson advised that the City Council has approved participation in “Closest Unit
Dispatching” for fire and cardiac arrests calls for the fire service. This will result in likely three
to four additional fire calls per year for our Fire Division.

Director Jacobson noted that the Volunteer Appreciation Dinner will be held on Sunday, April
24.

Commissioner Schumann inquired about the Police Officers investigations and whether or not
they try to determine why suspects are in a particular neighborhood when committing a crime.
Director Jacobson noted that it often depends on the nature of the crime and the information
provided at the time.

Commissioner Donohue noted that a fire call described on page 2 of the monthly report indicated
that dispatchers took 90 seconds to notify first responders of a fire. Director Jacobson agreed
that this seemed a longer time than desired. A future meeting may take place at the Ramsey
County ECC to give the Commissioners a first-hand look at how a police/fire call is dispatched.

Council Liaison
A. Council Report

Council Member Mary Burg, filling in for Council Member Brian Strub, noted several items
including the following:

Council Member Strub will remain on the Public Safety Commission
Hansen Park will be having a burn in May and there is also an ongoing dredging/dam
replace project that will be taking place over the next two years
VIPS will have a blood drive on March 30th
Tennis clinics will be held on Saturday at Highview free of charge to children
Town Hall/Open House will be on May 7th
The license bureau will have extended evening and Saturday hours
A reminder that the County Rd E 2 bridge will be replaced this year
Council will be discussing whether or not to reinstate Neighborhood Meetings
Mayor Johnson gave some road construction updates
Extended conversation about Yellow Status for water in New Brighton
