Consideration of a Resolution providing Municipal Consent for the Final Layout of I -35W Improvements. Motion by Councihnember Strub, seconded by Councihnember Jacobsen to approve a Resolution providing Municipal Consent concerning the final layout for future I -35W improvements. City Manager Lotter indicated Community Assets and Development Director Schlichting would be presenting this item to the Council. Community Assets and Development Director Schlichting explained MnDOT is currently in the process of designing future improvements for I -35W between Highway 36 (Roseville) and Lexington Avenue (Blaine). The proposed improvements would include adding a managed (MnPASS) lane in each direction to improve capacity and reduce congestion. The project would potentially include modifications or replacements of existing I -35W pavements and bridges as well as the installation of noise walls at various locations in the interstate corridor, with two warranted within New Brighton. Project costs were estimated to be $208 million. Although the project is not fully funded at this time, MnDOT is moving forward with the final design and environmental impact assessments so that the project could be implemented as funding becomes available. He reviewed the location of perspective noise walls. Staff noted Minnesota Statute 161.16 requires MnDOT to obtain Municipal Consent for proposed improvements of this type. The Municipal Consent process begins with a Public Hearing concerning the final layout documents. Following the hearing, state statutes allow the City Council 90 additional days to consider approval of the final layout. The City published notice of the public hearing in the New Brighton Bulletin. Staff requested the Council hold a public hearing and approve Municipal Consent for the final layout of the future 1-35W improvements. Motion by Councilmember Jacobsen, seconded by Councilmember Strub to open the Public Hearing. 5 Ayes, 0 Nays - Motion Carried The Public Hearing was opened at 6:59 p.m. Mayor Johnson asked for additional comments, there were none.
