He indicated these weeds could not be eradicated but only controlled. <br />This meant treatments would need to continue going forward into the future. <br />Lotter discussed the option of creating a financing district as had been done for Lake Diane, in order to address <br />the water quality issues on Long Lake. <br />Councilmember Bauman asked if the watershed district had provided comment to the lake association <br />regarding this matter. Mr. Qusick stated he has talked to representatives at Rice Creek Watershed and <br />understood this issue came down to funding. <br />Mayor Johnson understood the Council could take no action on this item this evening, but was interested in <br />further addressing this issue at a future meeting. <br />Retreat Debriefand follow Up with Barb Strandell <br />Barb Strandell provided the Council with a debrief from the recent Council/Staff retreat. She thanked the <br />Council for collaborating with her on this project. She stated she was proud of the hard work completed and <br />positive steps made by the Council. She reviewed the highlights from the retreat and identified the Council's <br />next steps. <br />Mayor Johnson was proud of all of the work accomplished by the Council as well. <br />Councilmember Burg encouraged the Council to continue pursuing opportunities to meet in the community <br />and to engage the public. <br />Councilmember Strub commented this could also be stated as Council initiated outreach. <br />Further discussion ensued regarding the Council's previous outreach activities. <br />Councilmember Bauman supported the Council reaching out to the public, but questioned what the impact <br />would be. <br />Councilmember Burg recommended the community survey be added to the list of activities the City <br />participates in to engage the public. Ms. Strandell understood community engagement was a value to the <br />Council. She suggested the Council address engagement on a monthly basis to show how Councilmembers <br />were participating in the community. <br />Councilmember Bauman suggested a goal for the Council be to update and complete the Comprehensive Plan. <br />Councilmember Strub requested another goal be added for the City to grow the license bureau. <br />Mayor Johnson recommended the City goal to attract talented employees have language added to state the City <br />wants to attract and retain talented employees. Ms. Strandell thanked the Council for their input and noted she <br />would make the noted changes to the priorities and goals. <br />Mayor Johnson was in favor of the Council reading the norms of behavior at the next Council meeting aloud <br />and for the record. The Council then discussed proper meeting decorum. She asked that each of the <br />Councilmembers offer their full support of the norms of behavior. <br />Councilmember Strub requested staff update the previous Council standards and provide the Councilmembers <br />and Mayor with an updated document. <br />
