Councilmember Bauman thanked Lotter and Gundlach for all of their work on this. She was glad that AN <br />provided the City with a counteroffer. She supported the land sale and offer being made by APi for the tax <br />increment payments. She believed the option before the Council was a fair compromise. <br />Councilmember Jacobsen agreed and stated he was pleased by APi's counter-offer. He indicated he was not <br />happy with the first offer. He wanted to see this parcel developed and understood it was better to have this site <br />developed now versus five to ten years in the future. For this reason, he supported the Pulte option. <br />Councilmember Strub believed the City had two fantastic options to consider, one project being shovel ready <br />that could bring 100 new residents to New Brighton by 2018. While he was impressed by the APi counter- <br />offer and was inclined to be supportive, the Pulte option was shovel ready. He feared how the site would be <br />impacted if not developed for another five to ten years. <br />Councilmember Burg stated she was surprised by the APi counter-offer as well. She explained she was ready <br />to support the Pulte offer. <br />Mayor Johnson understood the Pulte offer was shovel ready. However, she could not picture townhomes <br />adjacent to the APi building. For this reason, she supported the APi option moving forward. She wanted to <br />keep this business within the community and understood this property would assist them with expansion in the <br />future. She described the landscaping APi was offering to put on the property. <br />Gundlach further discussed the conversations and emails she had with APi regarding the proposed landscaping <br />and pedestrian connections. <br />Councilmember Bauman did not believe townhomes would fit on this property as well. It was her opinion APi <br />was a great company, was highly invested in the community and recommended the Council pursue the <br />counter-offer. <br />Councilmember Burg originally thought the townhomes would be a nice buffer between APi and the <br />surrounding property. However, after further reviewing both development options it appears both options were <br />equally beneficial to the City. <br />Further discussion ensued regarding a first right of refusal option within the purchase agreement. Gundlach <br />stated she could flush this language out with the City's redevelopment attorney. <br />Mayor Johnson questioned how the Council wanted to proceed. There was Council consensus to direct staff to <br />proceed with negotiations with the APi counter-offer. <br />Gundlach provided the Council with an update on the CSI option, along with the AAA Cooper and Block D <br />(TUV SUD) situation. She reported staff would have additional information for the Council on these <br />developments in the coming weeks. <br />Com rehensive Plan — Upcoming Pub] is Engagement Activities <br />Gundlach provided the Council with an update on the Comprehensive Plan and described how staff would be <br />completing public engagement activities within the two upcoming neighborhood meetings. She explained <br />residents could complete the activity and provide feedback to the City at any time. <br />Lotter recommended that staff track who would be completing the activity in order for each neighborhood and <br />organization within the community to be represented. <br />
