<br />4 <br /> <br />:i <br /> <br />il. <br /> <br />; <br /> <br />~ <br /> <br />RESOLUTION NO. 96-068 <br /> <br />i1 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />A Resolution Supporting Cooperative Livable Cities Demonstration Grant <br />Application to Metropolitan Council For 1-35W Corridor Coalition Planning <br />Activities <br /> <br />WHEREAS, The Cities of Arden Hills, Blaine, Minneapolis, Mounds View, New Brighton, <br />': Roseville, and Shoreview (I-35W Coalition Cities) directly border the Northern Metro <br />Section of Interstate 35W (l-35W Corridor) and are participants within the <br />Metropolitan Liveable Communities Act; and <br /> <br />WHEREAS, The 1-35W Coalition Cities have commenced a collaborative effort to discuss, identify <br />and address macro economic development, housing, transportation, contaminated <br />lands, employee training needs, and other physical land use and community planning <br />issues along the entire I-35W corridor; and <br /> <br />WHEREAS, The I-35W Coalition Cities intend to utilize this information to guide and support the <br />development of essential transportation and infrastructure improvements along the 1- <br />35W Corridor, as well as to assist in determining appropriate mass transit policies, and <br />for assisting to develop a coordinated/collaborative database and GIS system, <br />compatible with metropolitan GIS system decisions; and <br /> <br />WHEREAS, The I-35W Coalition Cities desire to utilize this strategic alliance to assist in marketing <br />and guiding development along the 1-35W Corridor, consistent with the intent of the <br />Metropolitan Liveable Communities Act and Metropolitan Council's Regional <br />Blueprint and individual community land use plans; and <br /> <br />WHEREAS, All of the I-35W Coalition Cities approved resolutions earlier this year supporting the <br />intent behind the coalition's efforts and each Cities' participation within it; and <br /> <br />WHEREAS, The I-35W Coalition Cities have been meeting for several months in developing this <br />collaborative effort and are in the process of preparing and intend to enter into a fonnal <br />joint powers agreement within the next several months for the purpose of carrying out <br />the goals and objectives of this collaborative effort, including the designation of a fiscal <br />agent; and <br /> <br />WHEREAS, The information collected and analyzed through the efforts of the I-35W Coalition will <br />be critical to the discussion and policy decisions associated with the current <br />metropolitan area growth options; and <br /> <br />WHEREAS, The success of this collaborative effort will be dependant upon having access to <br />adequate resources to comprehensively research and address the critical issues that <br />impact all I-35W Coalition Cities and the I-35W Corridor; and <br />
